The Government of the Russian Federation resolves:

Approve the attached amendments, which are made to the Rules for providing communal services to owners and users of premises in multi-apartment buildings and residential buildings, approved by the decree of the Government of the Russian Federation of May 6, 2011 No. 354 On provision of communal services to owners and users of premises in multi-apartment buildings and residential buildings (Collection of Legislation of the Russian Federation, 2011, No. 22, art. 3168; 2017, No. 2, art. 338; 2018, No. 53, art. 8666; 2022, No. 48, art. 8463).

Amendments to the Rules for providing communal services to owners and users of premises in multi-apartment buildings and residential buildings

1. In the second paragraph of point 86:

   a) replace the words confirmed by relevant documents with the words confirmed by relevant documents;

   b) add the words and in cases of absence of a consumer permanently or temporarily residing in the residential premises due to his call-up for military service by mobilization into the Armed Forces of the Russian Federation in accordance with the legislation of the Russian Federation (during the period of military service by mobilization).

2. Add the words , except for cases provided for in the second paragraph of point 86 of these Rules to the first sentence of paragraph 92.

3. Add sub-paragraph i to paragraph 93 with the following content:

   i) documents confirming the period of military service by mobilization in the Armed Forces of the Russian Federation in accordance with the legislation of the Russian Federation;.

Document overview

Families of mobilized individuals living in apartments where it is impossible to use individual metering devices may not pay for water and gas services for their absent relatives. A document confirming the period of military service by mobilization must be submitted to the management company.

Add sub-paragraph i1 to paragraph 93 with the following content:

Утвердить прилагаемые изменения, которые вносятся в Правила предоставления коммунальных услуг собственникам и пользователям помещений в многоквартирных домах и жилых домов, утвержденные постановлением Правительства Российской Федерации от 6 мая 2011 г. N 354 О предоставлении коммунальных услуг собственникам и пользователям помещений в многоквартирных домах и жилых домов (Собрание законодательства Российской Федерации, 2011, N 22, ст. 3168; 2017, N 2, ст. 338; 2018, N 53, ст. 8666; 2022, N 48, ст. 8463).
